East Mesa Reentry Role

East Mesa Reentry Facility is operated by the San Diego County Sheriff's Office at the Otay Mesa detention campus. The research identifies it as a Type II medium-security facility used for lower-classification incarcerated persons, reentry programming, and work or education eligible custody. It was initially built as a probation camp with George Bailey Detention Facility and turned over to the Sheriff in 1991.

The reentry mission became more explicit after a 2014 expansion and name change. The Sheriff facility page describes six dormitories, recreation areas, a mess hall, classrooms, counselor offices, medical space, probation space, and administrative offices. A landscaping program uses incarcerated workers, and the listed benefits include work opportunities, educational incentives, and job skills. The research does not provide a separate current same-day East Mesa population count, so the page should not invent one. Capacity is useful for understanding the facility's place in the county system, while current location must be confirmed through the roster detail page and the custody information line.

East Mesa's population description is program-specific. It serves people whose classification allows lower-security dormitory-style and reentry placement. A person initially booked at San Diego Central Jail, Las Colinas, or Vista may later move to East Mesa after classification if the jail determines that placement fits security, medical, court, and program needs.

East Mesa Visit Schedule

East Mesa has a more specific in-person visit limit than some county facilities. The research notes that East Mesa has four days per week for in-person social visits and no in-person visits on Tuesdays, Wednesdays, or Thursdays. Visitors must check in 60 minutes before the scheduled visit. Reservations must be made in advance, and no same-day visits are allowed. Standard county rules still apply for identification, minors, visitor count, and probation or parole authorization.

Classification is the jail's assessment of housing, security, health, court, and program needs. Lower-classification placement can make work, education, and reentry services possible, but it remains custody.

Sheriff's 2024 By the Numbers reported 5,307 reentry interventions and 1,666 alternative-custody participants. A County ATI reentry item reported that in the first quarter of 2025, SDSO referred 140 people to interim housing, 78 were placed, and 97 used taxi transportation to housing. Those are system figures, not East Mesa counts, but they show the county's broader reentry direction.

East Mesa Program Notes

East Mesa is the assigned facility where San Diego County reentry, work, education, and lower-classification custody most clearly meet. It should not be confused with Rock Mountain or George Bailey, which carry maximum-security roles in the same Otay Mesa area. It should also not be confused with RJD or ICE detention, which use different agencies and locators.

That distinction also affects family contact. East Mesa uses Sheriff jail mail, county commissary deposits, and Sheriff visit reservations. CDCR prisons, BOP facilities, and ICE detention centers use different approval systems, phone rules, and money channels.
